In light of a changing security environment, the EU Global Strategy for Foreign and Security Policy (EUGS) started a process of closer cooperation in security and defence. EU Member States agreed to step up the European Union’s work in this area and acknowledged the need for enhanced coordination, increased investment and more cooperation in developing defence capabilities.

À la lumière de l’évolution du cadre de sécurité, la stratégie globale pour la politique étrangère et de sécurité de l’Union européenne (SGUE) a permis d’entamer un processus de coopération plus étroite dans le domaine de la sécurité et de la défense. Les États membres de l’UE sont convenus d’intensifier les travaux de l’Union européenne dans ce domaine et ont estimé que le renforcement de la coordination, l’accroissement des investissements en matière de défense et la coopération aux fins du renforcement des capacités de défense constituent des conditions essentielles pour y parvenir.

Visto il mutevole contesto di sicurezza, la strategia globale per la politica estera e di sicurezza dell’UE (EUGS) ha dato il via ad un processo di approfondimento della cooperazione in materia di sicurezza e di difesa. Gli Stati membri dell’UE hanno concordato di intensificare l’operato dell’Unione europea in quest’ambito e hanno riconosciuto che, per realizzare tale obiettivo, è necessario rafforzare il coordinamento nonché incrementare gli investimenti per la difesa e la cooperazione nello sviluppo delle capacità di difesa.

Angesichts des sich wandelnden Sicherheitsumfelds wurde mit der Globalen Strategie für die Außen-und Sicherheitspolitik der EU ein Prozess der engeren Zusammenarbeit im Bereich Sicherheit und Verteidigung eingeleitet. Die EU-Mitgliedstaaten haben eine Ausweitung der Tätigkeit der Europäischen Union in diesem Bereich vereinbart und anerkannt, dass eine engere Koordinierung sowie mehr Investitionen in die Verteidigung und die Zusammenarbeit bei der Entwicklung der Verteidigungsfähigkeiten eine wesentliche Voraussetzung sind, um dies zu erreichen.

Ante la transformación del entorno de seguridad, la Estrategia Global sobre Política Exterior y de Seguridad de la Unión Europea permitió poner en marcha un proceso de intensificación de la cooperación en materia seguridad y defensa. Los Estados miembros de la UE convinieron en impulsar la labor de la Unión Europea en esta materia y reconocieron que, para lograr este objetivo, era preciso mejorar la coordinación e incrementar las inversiones en defensa y la cooperación en cuanto al desarrollo de las capacidades de defensa.

The operation's core mandate is to contribute to the EU's work to disrupt the business model of migrant smugglers and human traffickers in the Southern Central Mediterranean.

First of all, let me say how pleased I am to be in Bucharest, with this wonderful hospitality, for this perfectly-organised meeting yesterday and today of the Defence and Foreign Ministers of the 28 Member States of the European Union.

The European Security and Defence College is led by the EU Member States. They provide within their meeting format ('Steering Committee') political and strategic guidance ('decision making body'). The Executive Academic Board is the forum in which the training institutes can meet, discuss and implement the academic programme. This Board can meet in different project-focused configurations. One of these configuration, the EAB.CYBER, will deal exclusively with the tasks given to the Cyber ETEE platform.

On 6 February, the EU Member States decided to develop a cyber platform within the European Security and Defence College (ESDC). Its task will include activities in the fields of education, training, evaluation and exercises. Only six months later, on 20 November 2018, the Head of the ESDC, Mr. Dirk Dubois, was in a position to announce that the cyber platform had initial operating capability (IOC).
