On 22 May 2013, the Council of the European Union gave the green light for EUBAM Libya, a civilian Mission under the Common Security and Defence Policy (CSDP), to support the Libyan authorities in improving and developing the security of the country’s borders.

The Common Security and Defence Policy (CSDP) enables the Union to take a leading role in peace-keeping operations, conflict prevention and in the strengthening of the international security. It is an integral part of the EU's comprehensive approach towards crisis management, drawing on civilian and military assets.

Each EU mission is based on a legal agreement. The decisions of deployment and management of the mission are taken by the EU countries during the Foreign Affair Council.

Le 22 mai 2013, le Conseil de l'Union européenne a donné son feu vert pour l'EUBAM Libya, une mission civile menée dans le cadre de la politique de sécurité et de défense commune (PSDC) afin d'aider les autorités libyennes à améliorer et à renforcer la sécurité des frontières du pays.
