“(Health) systems are not just about improving health,” says Louis Dey, Acting Head of the European Union Delegation Development Cooperation Section, who delivered a congratulatory message at the 22nd Anniversary Symposium of PhilHealth, held at the EDSA Shangri-la Hotel in Pasig on 27 February. It is also about “protecting people from falling into poverty following the financial consequences of illness and seeking medical care.”
