The European Commission carries out regular comprehensive evaluations of EU support to the Palestinian Authority (PA). The published report concerns Direct Financial Support (DFS) programmes and the EU-PA Results-Oriented Framework (ROF) 2014 - 2015. It covers a total of over €390 million that were allocated through PEGASE DFS to the PA during this period. Overall, the evaluation reached positive conclusions: whilst finding that five complementary technical assistance programmes demonstrated mixed achievements, the evaluation mission considered that PEGASE DFS was an appropriate, efficient and effective modality to support the Palestinian Authority towards a Two-State Solution. Regarding the pilot ROF, external evaluation experts concluded it was a good instrument to build upon for policy dialogue and to monitor key policy priorities and reforms together with the Palestinian counterparts. The report recommends the continuation of the PEGASE DFS and the development of a future ROF within the European Joint Strategy and aligned to the National Palestinian Agenda priorities 2017-22.
