10 December marks Human Rights Day and this year it is devoted to the launch of a year-long campaign by the United Nations for the 50th anniversary of the two International Covenants on Human Rights: the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights, which were adopted by the United Nations General Assembly on 16 December 1966.

Description: The planned assistance would include: Strengthening of the human resources, working methods and systems of targeted Departments within the Ministry, its related Agencies, other subordinate bodies and linkages with Oblast and Rayon Administrations; Development of multi-annual financial management and budgetary control both national and regional level; Support new procedures, regulations and legal acts in line with sector strategic priorities.

 

The Baku Court of Appeal decided today to transfer human rights defender Dr Leyla Yunus to house arrest on medical grounds. This is a welcome and positive humanitarian gesture which follows a similar decision on 12 November with regard to Dr Yunus' husband, Mr Arif Yunus. The European Union hopes further steps will follow. We are ready to further deepen and broaden our relations with Azerbaijan.

Today, on this first International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime, I join people all over the world in commemorating and honouring the victims of genocide.

Today, on the first International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime, High Representative Federica Mogherini commemorated the victims of genocide and remembered the common European commitment to prevent atrocity crime.

The vote on 4th December by the Parliament of Mongolia in favour of a new Criminal Code that abolishes the death penalty for all crimes is truly excellent news. Capital punishment is a cruel and inhuman punishment which fails to deter criminal behaviour and which represents a grave denial of human dignity and integrity.
