We congratulate all parties on today’s important electoral reform political agreement. We welcome the inclusive process and commend the political willingness to reach consensus. This is an important achievement that will benefit the citizens of Albania. 

The new Electoral Code provisions, once adopted by the Parliament, will give Albania an electoral process with higher integrity and transparency standards, based on  OSCE/ODIHR recommendations, including the gradual depoliticisation of the electoral administration.

Tensions and conflicts over access to water continue to rise, as the world’s water resources and ecosystems deteriorate, and the threat of water scarcity spreads. Water has thus become a foreign policy issue, as recognised in the EU by 2013 Foreign Ministers Conclusions. On 19 November 2018, the Foreign Affairs Council adopted new Conclusions on EU Water Diplomacy. The Council made the case for making the link between water, security and peace, including the potential of water as an instrument for peace.

Protecting nature and reversing the degradation of our ecosystems is at the heart of the EU Green Deal and the new EU biodiversity strategy for 2030.
