The action aims to support the work of civil society organisations, including human rights organisations, in support of vulnerable and socially excluded groups with a particular focus on supporting the empowerment of these groups to claim their rights, including protecting the rights of human rights defenders (HRDs).

1. The EU-Montenegro Stabilisation and Association Council (SA Council) held its ninth meeting on 25 June 2018. The meeting was chaired by Ms Ekaterina ZAHARIEVA, Foreign Minister of Bulgaria, on behalf of the EU High Representative for Foreign Affairs and Security Policy Federica Mogherini. Mr Johannes HAHN, Commissioner for European Neighbourhood Policy and Enlargement Negotiations, represented the European Commission.
Prof. Dr. Srdjan Darmanović, Minister of Foreign Affairs of Montenegro, led the Montenegrin delegation.

On 25 June 2018, the Council discussed and adopted conclusions on the Horn of Africa and the Red Sea.

On 25 June 2018, EU foreign ministers discussed the latest developments in Yemen together with UN Special Envoy (UNSE) Martin Griffiths, who briefed them on his peace plan. Ministers exchanged views on ongoing EU efforts, including political outreach, and in particular the regional dialogue with Iran on Yemen, as well as humanitarian and development support. They explored ways to strengthen the UN-led process.

Within the framework of the Philippine Government's decentralization reform Programme, supported by AFD and ADB, the DRM-IS Technical Assistance specifically seeks to improve the institutional and technical capacity of Local Government Units (LGUs) to enhance Disaster Risk Reduction and Management delivery at the local level.
