Each EU mission works in the framework of a comprehensive approach. The mission works in agreement and coordination with the EU Delegations in the same area and in the framework of EU regional policies.

In a letter dated 8 October 2015, the Chef de l'État de la Transition of the Central African Republic (CAR), Mrs Catherine Samba-Panza, invited the European Union to further support the Central African Armed Forces (FACA) through a reinforced operational training structure in full collaboration with the United Nations Multidimensional Integrated Stabilisation Mission in the Central African Republic (MINUSCA).

The Common Security and Defence Policy (CSDP) enables the Union to take a leading role in peace-keeping operations, conflict prevention and in the strengthening of the international security. It is an integral part of the EU's comprehensive approach towards crisis management, drawing on civilian and military assets.

Each EU mission is based on a legal agreement. The decisions of deployment and management of the mission are taken by the EU countries during the Foreign Affair Council.

EUCAP Sahel Mali est une mission civile de l'Union européenne avec son siège à Bamako, au Mali. Ses opérations ont été lancées le 15 janvier 2015, à la suite d'une invitation officielle du gouvernement malien à aider les forces de sécurité intérieure à réaffirmer l'autorité du gouvernement sur l'ensemble du pays, suite à la «crise du Nord du Mali» qui a laissé une grande partie du pays sous de contrôle de diverses factions.

EUCAP Sahel Mali is a European Union civilian mission based in Bamako, Mali. It was launched on 15 January 2015, following an official invitation by the Malian government to assist the internal security forces with reasserting the government's authority over the whole of the country, following the 'Northern Mali Crisis' that left large parts of the country under the control of various factions.
