The Russian Federation’s signature today of a so-called “Treaty on Alliance and Strategic Partnership” with Georgia's breakaway region of Abkhazia is detrimental to ongoing efforts to stabilise the security situation in the region.

Just like earlier agreements signed between the Russian Federation and Abkhazia, this violates Georgia’s sovereignty and territorial integrity, contradicts principles of international law and the international commitments of the Russian Federation, including the 12 August 2008 Agreement and its Implementing Measures of 8 September 2008.

Since we agreed to the Joint Plan of Action one year ago in Geneva, we, together with the Foreign Ministers and Political Directors of the E3+3 (China, France, Germany, Russia, the United Kingdom and the United States), have been engaged in intensive diplomatic negotiations aimed at reaching a comprehensive solution.

We once again express our appreciation to the Austrian Government for their most generous support in hosting these negotiations in Vienna.

The presidential elections held peacefully today in Tunisia are a further step in the democratic transition.

The EU fully supports the efforts of the Tunisian people in this regard and has deployed an election observation mission led by Ms Neyts‑Uyttebroek, Member of the European Parliament, who will issue a statement on Tuesday.

It now remains for Tunisians to complete the electoral process with transparency and respect.

The EU stands ready to continue supporting Tunisia in its efforts to achieve stability and economic and social development.

Les élections présidentielles qui se sont tenues aujourd'hui dans le calme en Tunisie marquent une étape supplémentaire dans la transition démocratique.

The adoption, in the UNGA 3rd Committee yesterday, of the resolution "Moratorium on the use of death penalty" is a landmark step. The record number of 114 votes in favour confirms the steadfast abolitionist trend worldwide and is an encouragement to continue with our efforts to wipe out this inhumane punishment.

I hope that this strong positive result will be confirmed and even improved in December's General Assembly vote, and I call on all states who have not yet done so, to join this big group of supporters.
