The EU's High Representative for Foreign Affairs and Security Policy Federica Mogherini visited Kyiv on 16 and 17 December to hold meetings with President of Ukraine Petro Poroshenko, Prime Minister Arseniy Yatseniuk and Ministers from his government, as well as the representatives of the opposition and civil society.

We respect the General Court of the European Union's judgement delivered today annulling measures against Hamas, namely the designation of Hamas as a terrorist organisation and the freezing of Hamas' funds.


Nous respectons l'arrêt du Tribunal de l'UE de ce jour annulant les mesures prises contre le Hamas, à savoir sa désignation comme organisation terroriste et le gel de ses avoirs.

Cette décision de justice se fonde clairement sur des motifs de procédure et n’implique aucune appréciation de fond par le Tribunal sur la question de la qualification du Hamas comme groupe terroriste. Il s'agit d'une décision de justice d'un tribunal et non d'une décision politique prise par les gouvernements de l’UE. L'UE continue de respecter les principes énoncés par le Quartette.


The surge of tensions in Chechnya, in particular relating to the recent terrorist attacks in Grozny, calls for a measured response.

We extend our condolences to the families of the victims. Those responsible for serious crimes in Chechnya, whether acts of terrorism or human rights violations, should be brought to justice.


Le regain de tensions en Tchétchénie à la suite, notamment, des récentes attaques terroristes à Grozny,  appelle une réaction modérée.

Nous exprimons nos condoléances aux familles des victimes. Ceux qui ont commis des crimes graves en Tchétchénie, qu'il s'agisse d'actes de terrorisme ou de violations des droits de l'homme, doivent être traduits en justice.


Today another Wall has started to fall. President Obama's announcement of important US policy measures towards Cuba heralds a long awaited change in the fraught relations between the Caribbean island nation and its North American neighbour, for which I personally congratulated Secretary of State John Kerry today. The initiative to re-establish diplomatic relations after over half a century of estrangement and the proposals for expanding the possibilities of contact and exchanges between Cubans and Americans are an historical turning point.


Aujourd'hui, un autre Mur a commencé à chuter. L'annonce, par le président Obama, de mesures importantes à l'égard de Cuba préfigure un changement attendu de longue date dans les relations difficiles entre cette nation insulaire des Caraïbes et son voisin nord-américain. À cette occasion, j'ai adressé ce jour-même mes félicitations personnelles au secrétaire d'État, John Kerry.


EU response to the crisis 
The challenges facing the Central African Republic (CAR) are so complex and interlinked that only a comprehensive approach focused on security, humanitarian aid, stabilisation and development cooperation will help make a difference.  This is the approach favoured by the European Union (EU).

The European Union and Ukraine held yesterday the first meeting of the Association Council under the new Association Agreement. The EU and Ukraine reconfirmed the common objective to build a democratic, stable and prosperous country. The EU and the Government of Ukraine agreed to continue to work together towards Ukraine's political association and economic integration with the EU.

The monthly Foreign Affairs Council was dominated by the ongoing crisis in Syria and Iraq and the threat of ISIL. The meeting, which is chaired by Federica Mogherini, the EU's High Representative for Foreign Affairs and Security Policy, brings together Foreign Ministers from all 28 EU countries.
