The adoption, in the UNGA 3rd Committee yesterday, of the resolution "Moratorium on the use of death penalty" is a landmark step. The record number of 114 votes in favour confirms the steadfast abolitionist trend worldwide and is an encouragement to continue with our efforts to wipe out this inhumane punishment.

I hope that this strong positive result will be confirmed and even improved in December's General Assembly vote, and I call on all states who have not yet done so, to join this big group of supporters.

L'adoption d'une résolution relative à un moratoire sur l'application de la peine de mort, intervenue hier au sein de la Troisième Commission de l'Assemblée générale des Nations unies, marque une étape décisive. Le nombre record que représentent les 114 voix en faveur de la résolution confirme la tendance abolitionniste persistante observée dans le monde entier et constitue un encouragement à poursuivre nos efforts pour faire disparaître ce châtiment inhumain.

Part of her engagement includes direct interaction also with the EU ministers in charge of trade as well as with the Commissioner for Trade Cecilia Malmstroem. Commissioner Malmstroem is also a member of the External Action group of Commissioners which HRVP chairs.

"Deadly attacks on innocent villagers have become daily routine in north eastern Nigeria. It is appalling to see that Azaya Kura in Borno state has been targeted already for the second time this year. In the latest attack at least 45 people were killed and more than 50 injured. We express our condolences to the families of those killed and our sincere wishes for a speedy recovery to the injured.

Les attaques meurtrières lancées contre d'innocents villageois font désormais partie du quotidien dans le nord-est du Nigéria. Il est effroyable de constater que c'est la deuxième fois cette année que le village d'Azaya Kura, dans l'État de Borno, est pris pour cible. La dernière attaque a fait  au moins 45 morts et plus de 50 blessés. Nous exprimons nos condoléances aux familles des victimes et nos vœux sincères de prompt rétablissement aux blessés.

The release of Rosa Tuletaeva, labour rights activist in Kazakhstan who was imprisoned following the Zhanaozen events of 2011, is a positive step undertaken by Kazakhstan's authorities. The European Union and Kazakhstan held constructive Human Rights Dialogue last week; we also welcome very significant steps taken by Kazakhstan over the past year in developing a National Preventive Mechanism for the monitoring of places of detention.

La libération de Rosa Touletaeva, militante kazakhe des droits de l'homme, incarcérée à la suite des événements survenus en 2011 à Janaozen, constitue une initiative positive prise par les autorités kazakhes. L'Union européenne et le Kazakhstan ont mené un dialogue constructif sur les droits de l'homme la semaine dernière; nous saluons également les mesures très positives prises par le Kazakhstan au cours de l'année écoulée en vue d'élaborer un Mécanisme national de prévention pour l'inspection des lieux de détention.

On 19 December the European Union has announced its regional cooperation package for Latin America in 2014-2020 the period, known as the Multiannual Indicative Programme (MIP), with an allocation of €925 million over seven years. The announcement was made at the occasion of a meeting with the Ambassadors of the Latin American countries in Brussels.
