Each EU missions works in the framework of a comprehensive approach. The mission works in agreement and coordination with the EU Delegations in the same area and in the framework of EU regional policies.
Following an invitation from the government of the Republic of Zambia, the European Union has established a mission to observe the 2016 general elections and referendum. The European Union Election Observation Mission (EU EOM) is led by Ms Cécile Kashetu Kyenge, an Italian Member of the European Parliament.
The European Union Election Observation Mission (EU EOM) was invited to Zambia by the Electoral Commission of Zambia (ECZ) and the Zambian Ministry of Foreign Affairs. It was asked to conduct a long-term election observation and prepare an impartial analysis about the full process of the Presidential, Parliamentary and Local Council elections, scheduled for 11 August 2016.
Election observation gives the opportunity to assess an electoral process according to international standards. The EU is a leading global player in providing and financing electoral assistance complementary to election observation.
Upon the invitation of a foreign country organising democratic elections, the EU can decide to deploy an Election Observation Mission to the country's elections in consultation with the European Parliament and Member States.
