L’adoption, ce jour, de la résolution intitulée «Moratoire sur l’application de la peine de mort» par l’Assemblée générale des Nations unies est un signal fort et encourageant pour la cause abolitionniste dans le monde entier. Le nombre record de 117 voix en faveur de la résolution montre clairement qu’un consensus se développe au sein de la communauté internationale.

The Commission, which I represent here today for this matter is, like you, appalled by the findings of the US Senate Select Committee on Intelligence Study of the CIA's Detention and Interrogation Programme, part of which was released on 9 December (most of the inquiry remains classified).

This report raises important questions as regards serious violations of fundamental rights by the US authorities and by other persons at the service of the CIA between late 2001 and January 2009.

"The almost daily deadly attacks on innocent villagers in north eastern Nigeria are unacceptable. At least 32 people have been killed and more than 185 kidnapped including women and children in the latest brutal assault. 
We express our condolences to the families of those killed and we call for an immediate release of those abducted, along with the return of the schoolgirls kidnapped in Chibok eight months ago.


I was pleased to meet today Kosovo's First Deputy Prime Minister and Foreign Minister Hashim Thaçi for the first time in my new capacity.

We had the opportunity to exchange views on Kosovo's progress. We agreed that, now that there is a new government in Pristina, work should resume at an intensified pace in the EU reform agenda so that good progress can be made in the next year, both in its internal development and in its EU path. 


The EU's High Representative for Foreign Affairs and Security Policy Federica Mogherini visited Kyiv on 16 and 17 December to hold meetings with President of Ukraine Petro Poroshenko, Prime Minister Arseniy Yatseniuk and Ministers from his government, as well as the representatives of the opposition and civil society.

We respect the General Court of the European Union's judgement delivered today annulling measures against Hamas, namely the designation of Hamas as a terrorist organisation and the freezing of Hamas' funds.


Nous respectons l'arrêt du Tribunal de l'UE de ce jour annulant les mesures prises contre le Hamas, à savoir sa désignation comme organisation terroriste et le gel de ses avoirs.

Cette décision de justice se fonde clairement sur des motifs de procédure et n’implique aucune appréciation de fond par le Tribunal sur la question de la qualification du Hamas comme groupe terroriste. Il s'agit d'une décision de justice d'un tribunal et non d'une décision politique prise par les gouvernements de l’UE. L'UE continue de respecter les principes énoncés par le Quartette.


The surge of tensions in Chechnya, in particular relating to the recent terrorist attacks in Grozny, calls for a measured response.

We extend our condolences to the families of the victims. Those responsible for serious crimes in Chechnya, whether acts of terrorism or human rights violations, should be brought to justice.
