The action aims to deter and prevent, and upgrade responses and defences to incidents of human rights violations, by improving stakeholder collaboration, supporting and broadening networks of human rights defenders, monitoring the human rights situation, engaging in public advocacy and lobbying, providing sanctuary and support to victims, and engaging in legal advocacy.

On 25 June 2018, the Council decided to put 11 individuals holding official positions under restrictive measures. The persons listed are responsible for human rights violations and for undermining democracy and the rule of law in Venezuela. The measures include a travel ban and an asset freeze.
