For nearly three weeks in late November/early December moviegoers in Ottawa had the opportunity to see European films from all 28 EU Member States, a line-up worthy of the festival's 30 anniversary milestone.

Thank you. Let me start by apologising for the delay and thanking the Luxembourg Presidency for organising and hosting this informal meeting of development ministers that comes at a crucial time.


The Baku Court of Appeal decided today to transfer human rights defender Dr Leyla Yunus to house arrest on medical grounds. This is a welcome and positive humanitarian gesture which follows a similar decision on 12 November with regard to Dr Yunus' husband, Mr Arif Yunus. The European Union hopes further steps will follow. We are ready to further deepen and broaden our relations with Azerbaijan.

The vote on 4th December by the Parliament of Mongolia in favour of a new Criminal Code that abolishes the death penalty for all crimes is truly excellent news. Capital punishment is a cruel and inhuman punishment which fails to deter criminal behaviour and which represents a grave denial of human dignity and integrity.


Le 4 décembre, le parlement mongol a voté en faveur d’un nouveau code pénal abolissant la peine de mort pour tous les crimes et délits. Il s'agit là d'une excellente nouvelle. La peine capitale constitue une sanction cruelle et inhumaine qui n'a pas d'effet dissuasif sur la criminalité et représente une grave négation de la dignité et de l'intégrité humaines.
