Each EU mission is based on a legal agreement. The decisions of deployment and management of the mission are taken by the EU countries during the Foreign Affairs Council.

EU Member States have committed themselves to a Common Foreign Security Policy for the European Union. To strengthen the EU's external ability to act through the development of civilian and military capabilities in conflict prevention and crisis response.

The overall objective of the Action “Support to Civil Society in Local Governance in Angola (PASCAL)”, with the total budget of 6 MEUR for the period of 2021 until 2025 is to contribute to economic growth and social development through an inclusive, heterogeneous and effective participation of civil society in the governance process.

A Ação “Apoio à Sociedade Civil na Governação Local em Angola (PASCAL)” tem um orçamento total de 6M EUR para o período de 2021 a 2025 e tem por objetivo geral contribuir para o crescimento económico e o desenvolvimento social por meio de uma participação inclusiva, heterogénea e efetiva da sociedade civil no processo de governação.
