The two states of Jharkhand and Chhattisgarh have a high share of Scheduled Tribes. Persons who belong to Scheduled Tribes are marginalised by the mainstream society and face social exclusion. Even though the Indian Constitution grants them minority rights, they often have difficulties to access public services such as health care and education facilities. The share of persons among Scheduled Tribes who live below the poverty line is larger than for the rest of the Indian population.
