The Council reiterates its unequivocal commitment to Bosnia and Herzegovina’s EU perspective as a single, united and sovereign country. Taking into account that since last year’s general elections, governments have not yet been formed in Bosnia and Herzegovina on State and Federation levels, the Council renews its call on Bosnia and Herzegovina to proceed with government formation and start work without any further delay, in the interest of all citizens. The Council recalls that effective implementation of reforms is necessary to advance on the EU path. In addition, the Council recalls its Conclusions of June 2019, which took note of the Commission’s opinion.

The European Union (EU) and the Council of Europe firmly oppose the death penalty at all times and in all circumstances. The death penalty is a cruel, inhuman and degrading punishment contrary to the right to life. The death penalty means revenge, not justice, and its abolition contributes to the enhancement of human dignity.

Peaceful and orderly early legislative elections took place in Kosovo on 6 October 2019. The European Union looks forward to the formation of a new government as soon as the relevant procedures are completed.

The project "Strengthening Social Dialogue" funded by the European Union and implemented by ILO aims to improve the social dialogue as a means to create more and better jobs. This will be achieved through institutional and legislative improvement along with activities aimed at strengthening the capacities of the tripartite actors to engage effectively in social dialogue.

The Transport Community is an international organisation composed of the EU and the six Western Balkan Parties (Republic of Albania, Bosnia and Herzegovina, Kosovo*, Republic of North Macedonia, Montenegro and Republic of Serbia). Its key objective is to extend the EU transport market rules, principles and policies to the Western Balkan Parties through a legally binding framework.

The EU High Representative Federica Mogherini has firmly committed the Union to join and support a new Franco-German initiative called the "Alliance of Multilateralism". The aim is to promote international cooperation at a time of rising nationalism and isolationism.

In the aftermath of two devastating earthquakes that hit Albania and ensuing flash floods the EU Civil Protection Mechanism has been activated by the Albanian authorities. In an immediate response, the European Union has already helped mobilise first aid supplies and relief items, such as tents, power generators and water pumps to the affected areas.
