The EU Delegation holds public consultations for the preparation of European Commission's 2021 Annual Report on Albania

The EU Delegation concluded today two days of online public consultations with Civil Society and media organisations as part of the preparatory work for the 2021 Annual Report on Albania aiming to obtain the views of the civil society on the topics covered in the report.

Close to 100 participants, members of the Albanian Civil Society, shared with the EU Delegation their views and assessment of the country’s performance in the key areas of democracy and fundamental rights, rule of law as well as various chapters of the acquis communautaire – the body of EU law.

“These Public Consultations are particularly important for me in the process of preparation of the Annual Report on Albania, because of the great value the Civil Society's input brings to the enlargement policy. Civil Society organisations, our essential partners in Albania, play a crucial role in giving a voice to all Albanian citizens and holding public institutions accountable,” EU Ambassador Luigi Soreca said on the occasion.

In drafting the Annual Report, the European Commission collects information from the EU Delegation, the EU Member States, Civil Society Organisations, National Authorities, International Organisations, businesses, EU agencies and missions, among many others.

The structure of the Albania 2021 Annual Report will be the same as the previous year. For each of the criteria – political, economic criteria and European standards (chapters) – an evaluation will be made of Albania's progress since June 2020. Progress will be measured in terms of concrete decisions taken, adopted legislation and degree of implementation.

Civil Society organisations have also been invited to provide written input before Friday 16 Aprilto contribute to the report’s analysis and in-depth assessment.

Every year, the European Commission adopts its strategic document for the enlargement area. It assesses the progress of each country and sets out the way forward and recommendations for the coming year. This year’s report from the Commission to the Council will be published in Autumn 2021.

The Member States in Council will evaluate the progress made by Albania over the last year on the basis of this Annual Report.
