International conference "Rights and well-being of people with disabilities in the EU and Russia"

The Delegation of the European Union to the Russian Federation held an international conference "Rights and well-being of people with disabilities in the EU and Russia" on 12 April 2019 in Moscow in the framework of the EU-Russia public diplomacy project.

The conference focused on three topics that are particularly relevant in the Russian and European contex

  • (de)institutionalisation of adults with disabilities,
  • their career prospects,
  • and their right to love and romance.

The conference provided a platform for the European and Russian human rights activists, disability experts, lawyers, volunteers, NGOs and employers working with adults with disabilities to share their expertise on those issues.

Side events of the conference included the screening of the short film "Les petits mots doux" (France) at the Garage Museum of Contemporary Art, followed by a public discussion "A right to love – Sex and Disability". The experts talked about how the right to relationships and sexual relations of people with disabilities was exercised in the EU and in Russia, what the main discourses on the issue were and if the political and societal context in the EU and Russia allowed for persons with disabilities to have a private life.

The conference is organized in cooperation with Life Route Foundation and the Garage Museum of Contemporary Art.

The EU-funded project "Public Diplomacy. EU and Russia" aims at facilitating dialogue between selected Russian and European audiences. Its goal is to pave the way to a better understanding between societies in Russia and the EU on a number of bilateral and global issues, and to improve EU-Russia relations. Since 2017, the project has been offering different platforms for societal dialogue between the EU and Russia.
