One aim of EUBAM Libya’s border security and management support is to reduce unlawful movement of persons who may enter a country with fraudulent documents and with criminal intent. EUBAM Libya is addressing this issue by empowering Libyan authorities through skills training on a range of skills including Schengen Visa falsification. 

EUBAM Libya has an open and fruitful working relationship with Libyan police and border management agencies/authorities. The Mission's counterparts have listed their training priorities in the areas of law enforcement and border management. One of these priorities is the skills training on recognition of forged documents.

Between 2017 and 2019, the Netherlands have been offering a continuous two-year training project on document security. The aim of this training is to enable Libyan authorities to recognise forged documents, both national and international, including during judicial proceedings and in complex international police cooperation contexts.

The training project for Libyan Border Authorities has offered several basic level Document Security Courses. The three days teaching provides theoretical knowledge and practical exercises in document security control, including watermark recognition, type of material used, stamps, ink, printing techniques, and so on. The trainees are also introduced to countering and recognising Schengen Visa falsification methods in order to inhibit expatriation of people towards Europe without regular documentation.

The project also offers courses at the advanced level with a focus on in-depth analysis on printing systems, additional security features and laser techniques. The advanced course lasts for one week and includes a final exam.

Finally, in the future, the most capable students of the advance level training will be invited to the International Document Security Expert Level course in the Netherlands where they will attend a five-week expert level course which allows them to work with leading European experts in the field of document security and profiling.

The training project is conducted by the Expertise Centre of Identity Fraud and Documents (ECID) of the Royal Netherlands Marechaussee (RNLM). The ECID is a cooperative arrangement between the RNLM and the Dutch National Police operating since 2005. Since then, the Training Department of ECID has conducted training for border related authorities all over the world.
