There are two components that need to be completed within the duration of the Action. These are:

• Complete the replacement/upgrading of the national grid transmission network including capacity and training.

• Support measures to the NAO. 

Hence this programme is to ensure that the above components will be achieved to support to energy efficiency in Niue. The operation is indirectly decentralised to the programme management unit office of the NAO and a steering committee comprising relevant representatives from government departments and the European Commission Representation. The programme estimate will provide the contribution towards the following key objective: to support the implementation of the Niue national strategic plan 2016-2026- the vision Niue ke Monuina- A Prosperous Niue.

The specific objectives are to:

• Increase reliable energy efficiency thus reduces its dependency on fossil fuel. 

• Decreasing its vulnerability in terms of energy supply and redirecting these savings towards other national development priorities. 

• Plan operations to contribute to climate change mitigation and adaptation.
