Empowering Ukraine’s Forces

 

In a powerful demonstration of European and transatlantic solidarity, over 300 military and civilian leaders from the European Union, NATO, Ukraine, and partner nations convened in Poland for the fourth Operational Force Development Framework (OFDeF) Conference.

 

The European Union, through EUMAM Ukraine, continues to be the largest contributor to training Ukrainian forces, reinforcing its commitment to Ukraine’s sovereignty and the modernization of its armed forces.

 

Driving Ukraine’s Transformation

Spearheaded by the Armed Forces of Ukraine (AFU) and supported by NATO’s Security Assistance and Training Mission to Ukraine (NSATU), the OFDeF Conference focused on aligning strategic support with Ukraine’s operational priorities. Launched in 2024 and refined in early 2025, the OFDeF initiative  helps build synchronization, sustainability, and structured growth—pillars essential for long-term combat readiness. EUMAM Ukraine played a central role in these sessions, showcasing Europe’s largest investment in Ukrainian training and mentoring, from tactical exercises to operational planning. The result is a Ukrainian force better equipped to face current threats.

 

Coordinated Action and Strategic Alignment

High-level bilateral and multilateral discussions during the OFDEF ensured that national and European contributions aligned with Ukraine’s operational needs. The final plenary unified these efforts into a cohesive vision, balancing immediate battlefield requirements with the enduring goal of a modern, interoperable Ukrainian military.

 

Honoring Exceptional Leadership

The conference also celebrated outstanding European contributions to Ukraine’s defense. Director MPCC Lieutenant General van der Laan, Deputy Director/Chief of Staff MPCC Werner Albl and Commander CAT-C Pjotr Fajkowski received the highest Ukrainian award medal, the Cross for Merit, in recognition of their leadership and dedication to advancing EUMAM Ukraine’s training mission. Their efforts have been pivotal in strengthening frontline capabilities and fostering a structured, sustainable approach to Ukrainian force development.

 

Europe Leading the Way

The OFDeF Conference reaffirmed that EUMAM Ukraine and EU partners are central to Ukraine’s defense efforts. By leveraging battlefield lessons, structured training, and high-level coordination, Europe is helping forge a resilient, capable Ukrainian military.

As Russian aggression continues, the message from OFDeF is clear: Ukraine is not alone, and European unity—through missions like EUMAM Ukraine—remains a cornerstone of its enduring security and combat capability.
