Formally launched on 1 January 2011, the Service was created by the Treaty of Lisbon which was signed in 2007 and entered into force in late 2009, established the European External Action Service.

The European Union plays important roles in diplomacy, the promotion of human rights, trade, development and humanitarian aid and working with multilateral organisations.
The European Union has Special Representatives in different countries and regions of the world.
Based in Brussels, but relying on an extensive network of EU diplomatic presence worldwide, the EEAS brings together European civil servants, diplomats from the foreign services of the EU member states and local staff in countries around the world.
