The European Commission is mobilising €55 million to help vulnerable people caught in humanitarian crises in Sudan. The announcement comes as at least 8 million people in Sudan are in need of humanitarian assistance, with 6.3 million not having enough food to meet their needs. One in six children is also suffering from acute undernourishment.

Today, the Council adopted a framework for restrictive measures in response to Turkey's unauthorised drilling activities in the Eastern Mediterranean. The framework will make it possible to sanction individuals or entities responsible for or involved in unauthorised drilling activities of hydrocarbons in the Eastern Mediterranean.

Sudan has embarked on a complex political transition following the transitional agreement of 17 August
2019. This represents a major step towards civilian-led rule with a historic opportunity to achieve peace,
democracy and economic recovery. The European Union supports the consolidation of the political transition in Sudan and is ready to accompany the country on its path to political and economic reforms and to remain a key partner for the transitional authorities, in their quest to make the transition to democracy a success.

In light of the ongoing political, economic, social and humanitarian crisis in Venezuela with persistent actions undermining democracy, the rule of law and the respect for human rights, the Council today extended the restrictive measures against Venezuela for one year, until 14 November 2020. The measures include an embargo on arms and on equipment for internal repression as well as a travel ban and an asset freeze on 25 listed individuals in official positions who are responsible for human rights violations and/or for undermining democracy and the rule of law in Venezuela.

We will have two days of Council, today with the Foreign Ministers, tomorrow with the Defence Ministers, with a full agenda as usual.

But let me start with two issues that are not on today’s or tomorrow’s agenda. First, we followed yesterday with great concern and we are feeling very close to the Italian authorities and military over the attack in Iraq. We are following developments very closely there.
