Hôm nay, Đại diện Cấp cao của Liên minh châu Âu về Chính sách Đối ngoại và An ninh/Phó Chủ tịch Ủy ban châu Âu, Bà Federica Mogherini, và Bộ trưởng Quốc phòng Việt Nam, Đại tướng Ngô Xuân Lịch, đã ký một Hiệp định nhằm thiết lập một khuôn khổ cho sự tham gia của Việt Nam trong các hoạt động quản lý khủng hoảng của Liên minh châu Âu.


Today, the High Representative of the European Union for Foreign Affairs and Security Policy/Vice-President of the European Commission, Federica Mogherini, and the Minister of National Defence of Viet Nam, General NGO Xuan Lich, signed an Agreement establishing a framework for the participation of Viet Nam in European Union crisis management operations.

The European Union welcomes the agreement reached by the President of Ecuador, Lenín Moreno, and representatives of the indigenous groups, supported by the United Nations and the Episcopal conference, which opened the way to the restoration of peace and public order in the country.

With European prosperity and Asian peace and security closely connected, the European Union has decided to strengthen its security cooperation in and with Asia. This is also in line with the steps taken by the EU in the past years to strengthen its role as a global security provider: Europe and Asia share a fundamental interest in upholding the rules-based international system, as well as the view that the challenges the world faces today go beyond national borders and cannot be tackled alone. The EU-Asia security partnership is therefore both desirable and necessary.

On 17 October 2019, the European Union and Vietnam signed a Framework Participation Agreement that will facilitate Vietnam’s participation in and contribution to the EU’s Common Security and Defence Policy (CSDP) missions and operations. This Agreement is the 19th of its kind and the 4th that the EU has concluded in the Asia Pacific region, after New Zealand, Australia, and the Republic of Korea. The Framework Participation Agreement confirms the EU’s and Vietnam’s shared commitment to contribute to peace and security in their neighbourhoods and the wider world, as well as to safeguarding the rules-based, multilateral order.

The European Commission has taken stock of all work strands of the European Agenda on Migration in its Progress Report. The report highlighted that almost 760,000 lives at sea and over 23,000 migrants in the Nigerien desert were rescued with EU support since 2015.
