You are invited to an off-the-record briefing on the Third Round of negotiations for an EU-Cuba Political Dialogue and Cooperation Agreement (4-5 March) being held at the EEAS building, Rond-Point Schuman 9, on Friday 27 February at 16h30.

Experts will be present to brief you on the subject matter.

Federica Mogherini, 

High Representative for Foreign Affairs and Security Policy/Vice-President of the Commission, today held a phone conversation with the United Nations Secretary General Ban Ki-moon on the situation in Ukraine. They discussed the need to coordinate the ongoing efforts to support the implementation of the Minsk agreements and in particular the strengthening of the OSCE Special Monitoring Mission to Ukraine.


The recent arrest and detention of Caracas Mayor and veteran opposition leader Antonio Ledezma is a source of alarm, as are reports of alleged intimidation and mistreatment of other imprisoned opposition leaders and students who participated in last year's protests.

It is incumbent on the Venezuelan authorities to ensure that accusations are investigated swiftly and impartially in full respect of the principle of presumption of innocence and due legal process.

Let me thank first of all the citizens and representatives of Bosnia and Herzegovina for the warm welcome I received today and also the last time I was here in Sarajevo couple of months ago. And also when I was here in this very same Parliament last summer, as the Italian Minister holding the EU Presidency and presenting the Compact for Growth in this very same building.

A further round of IGAD sponsored negotiations to end the conflict in South Sudan is beginning in Addis Ababa. South Sudan's leaders have given their commitment to resolve all outstanding issues, including power sharing, no later than 5 March. Under the February 1 agreement  both leaders committed to be present for the duration of the negotiations. We expect  them to do so. 


The attack carried out today by Al-Shabaab on the Central Hotel in Mogadishu, Somalia, which also targeted  Government ministers  and Members of Parliament, is an act of terrorism by those who want to undermine progress towards a stable and secure Somalia. We won't let them succeed.

We express our condolences to the victims and the families of those who have lost their lives and wish for quick recovery to the wounded ones.


Following the terrorist attack in the Libyan town of Guba, I wish to express my condolences to the families of the numerous victims. Those who have committed this attack must be held accountable for their crime.

The EU is opposed to capital punishment in all cases and without exception, and has consistently called for its universal abolition.

The European Union repeats its call on the Indonesian authorities to stop all pending executions and move towards a definitive moratorium."
