Good morning!

We have a new start this morning. Not only for Europe, as the Commission's slogan says, but also for Foreign Policy. We will start with the Ministers early this morning with a discussion on the working methods. If we want to be effective in the world, we need to be effective starting from here, from Brussels. So, we will try to share our common vision and make it owned by all the 28 Member States.

The signing of the Charter for the Transition on 16 November and the appointment of Michel Kafando as President of the Transition are key steps to exit the crisis based on dialogue and national consensus.

They bear witness to the sense of responsibility of the Burkinabe people and all participants in the democratic process.

It is now up to all parties to work towards the effective and swift establishment of bodies for a civilian-led transition leading to free, inclusive, peaceful and transparent democratic elections by November 2015 at the latest.

The agreement reached yesterday between the federal government of Iraq and the government of the Kurdistan Region on the transfer of revenues and oil between Baghdad and Erbil is a crucial development which ended a long dispute between the two entities.

All the parties involved have shown the leadership and willingness to compromise that was needed to resolve an issue of key importance at a critical time for the country. The agreement bodes well for further steps to promote dialogue and reconciliation within the framework of the constitution.

The eighth annual Structured Dialogue meeting between the European Union (EU) and the Government of the Hong Kong Special Administrative Region (HKSARG) took place today (November 11) in Brussels. The Structured Dialogue is an effective high-level platform for the EU and the HKSARG to discuss issues of common interest based on a mutually agreed agenda.

Brussels, 12 November 2014 - The European Union and Kazakhstan held the sixth round of their annual Human Rights Dialogue in Brussels today. The Kazakh delegation was led by Mr Yogan Merkel, First Deputy Prosecutor General, who was accompanied by Mr Vyacheslav Kalyuzhnyy, Director of the National Centre for Human Rights, and other senior officials. The EU delegation was led by Mr Silvio Gonzato, Director for Human Rights and Democracy at the European External Action Service
