The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the Lao PDR aims to strengthen EU-Lao PDR relations and is a major development partner for Lao PDR.  


We offer

We offer a post of Project Officer in Education & Social Sectors. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. The successful candidate will serve as technical and support staff. Under the supervision and responsibility of the Head of Cooperation, she/he will ensure the effective design, implementation, monitoring, and visibility of EU cooperation programmes, and contribute to the analysis and coordination, principally in (but not limited to) the social sectors, particularly Education/TVET. We offer a competitive position in an international environment with an indefinite contract, after a successful probation period. Benefits, such as additional pension scheme and medical insurance, are offered to employees and their families under certain conditions.

The post is based in Vientiane, Laos PDR for a regular 37,5 working hours per week (office hours 8:30 to 17:00), associated with a job profile and salary grid position in Function Group I corresponding to a starting basic salary of around 18 million Kips per month,  or higher depending on prior, and documented, relevant experience (ex: 22 million Kips if 15 years of experience).


Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Proven excellent written and spoken Lao and good English language skills.
  4. Minimum of 3 years of proven experience in a related field


The following will be considered an asset:

  1. Postgraduate: Master degree or equivalent. Degree and training in the sectors covered by the position
  2. Previous experience in a diplomatic mission /international organisation and experience in managing donor-funded projects

The procedure

After the deadline is reached, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents.

The short-listed candidates will be invited to an assessment phase which may include a written test and an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

Job objective

Under the responsibility of the Head of Cooperation, to ensure the effective design, implementation, monitoring, and visibility of EU cooperation programmes, and contribute to the analysis and coordination, principally in (but not limited to) the social sectors, particularly Education/TVET.


Main Tasks


Programming: programming and formulation of EU programmes in the areas covered by this position.


  • Contribute to the programming, identification and appraisal of EU cooperation programmes in close co-operation with the beneficiary institutions, authorities, and other stakeholders, such as donors and non-government organisations
  • Analyse needs in the sector, identify and get familiar with other interventions in the sector to avoid duplication and seek complementarity, facilitate consultations with all relevant stakeholders
  • Ensure a timely drafting, processing and approval of all the relevant project formulation documents
  • Ensure the effective integration of all relevant cross-cutting issues, such as gender equality, youth, environment and climate change, digitalisation, and good governance


Project management: project cycle management in the areas covered by this position.


  • Implement all phases of the procurement process, including terms of reference, launching of tenders, evaluating the bids, preparing the contract files
  • Review and approve documents as part of contract management
  • Monitor on-going projects (including through field missions, technical review meetings, steering committee meetings, mid-term review), propose corrective actions if necessary, and ensure a timely follow-up of recommendations and corrective actions coming out of monitoring activities (including for an effective integration of relevant cross-cutting issues)
  • Assess draft progress reports  and payments for approval
  • Ensure effective co-ordination with other donors active in the field of competence
  • Provide back-up support for the management of other projects in the absence of colleagues



Policy analysis: sector analysis, contribution to strategies, sector coordination, policy dialogue in the sectors covered by this position.


  • Analyse the Government’s policies and strategies and reform agenda in the sector/sub-sector and the performance of their implementation
  • Contribute to reviewing and providing comments to relevant documents concerning the sector
  • Provide relevant sector briefings
  • Support policy dialogue with all relevant ministries, agencies, donors and other stakeholders
  • Participate in / contribute to all relevant meetings and events in the sector, providing briefings and speeches when relevant, and drafting summaries of important issues raised during these meetings
  • Ensure strong coordination of EU programmes and policies with the Government’s and donors’ policies in the sector


Reporting concerning the areas covered by this position.


  • Contribute regularly and timely to the Delegation's reporting to Headquarters on issues related to the sectors and projects covered by the position,
  • Contribute to any specific briefing/reporting request


Internal and External communication: communication related to programme and projects covered by this position.


  • Under the supervision of the Head of Co-operation, and in close collaboration with the officers in charge of communication and information, produce and disseminate the results of projects at workshops, seminars, conferences, and on the social media, to contribute to the achievement of the Delegation's objectives for the visibility of EU activities in Lao PDR
  • Ensure in particular the production of pictures, videos, articles, and interviews focusing on human stories and their dissemination on social media
  • Extract and disseminate best practises and facilitate exchange of experiences
  • Writing briefings and speeches
