ESDC: 12th CSDP High Level Course 2016-2017 'Anna Lindh'

The 2016-2017 edition of the High Level Course (HLC) is named after Anna LINDH, commemorating the Swedish politician who devoted her career to the promotion and protection of international law and human rights, in line with the EU's core values.

In a world that is increasingly connected, contested and complex, the CSDP High Level Course focuses on the importance of the strong principles that guide EU action: engagement, responsibility and partnership. The current global and European security environment calls for a stronger Europe, with a stronger and more effective CSDP as a part of Europe's comprehensive approach: the effective use of all the EU's instruments and policies, combined with Member States' efforts to achieve a single common objective, will be the central topic of the course.

The CSDP High Level Course will address the main CFSP/CSDP policies, developments and trends and will provide a forum for in-depth debate on current and emerging CSDP issues for senior civilian and military officials, in line with the principles and objectives of the Global Strategy on Foreign and Security Policy for the European Union. The course consists of four residential modules of one week each, held in Brussels (September 2016), Madrid (December 2016), Paris (April 2017) and Vienna (June 2017), and each module is preceded by a mandatory phase of eLearning. The overall interactive approach of the course will provide the participants with an in-depth understanding of the various aspects of the CSDP within the larger framework of the Common Foreign and Security Policy.

Mr. Riccardo SCALAS from the Netherlands Defence College will continue his role as HLC Director, while WgCdr Andrew TROLLEN, UK Defence Academy, has been appointed by the ESDC Executive Academic Board as the workshop/syndicate coordinator.

The CSDP High Level Course is designed for senior civilian and military officials of EU Member States, EU institutions and relevant EU agencies who have demonstrated a clear potential to achieve leadership positions, particularly in the field of CFSP/CSDP. Nominations of participants are submitted by the ENLIST nominators by 19 July 2016. The eLearning element will be available from 5 August and the first residential module will be held in Brussels between 26 and 30 September 2016, jointly organised by Belgium through the Royal Higher Institute for Defence (RHID) and EGMONT – The Royal Institute for International Relations (RIIR). The module will introduce the history of the CSDP, the European Union institutional framework and the Treaties, the strategic interests and objectives of the Union, EU policy formation and decision-making, and the CSDP's links with freedom, security and justice. This module will set the scene for the subsequent course modules.
