The strict lockdown in Ulaanbaatar will continue until 11 January at least. Selected services will continue to operate during this period. Authorities continue to urge residents to stay at home and restrict their movement only to essential necessities, such as to buy groceries and medicines. Supermarkets and grocery stores, and pharmacies will remain open. Public transportation will continue to operate without restrictions. During the lockdown police could stop pedestrians and vehicles to check the purpose of their movement.
The following services will operate:
- Medical institutions, supply of medical products;
- Organisations and facilities of particular and strategic importance (Foreign diplomatic missions and international organisations);
- State administrative bodies (partially);
- Energy;
- Food production, trade, delivery, transportation;
- Petroleum products, fuel supply, delivery, transportation;
- Public transportation and taxi services (with permit);
- Water supply, sanitation and their operations;
- Banking services;
- Media, communications, postal service;
- Legislative organisations, courts, prosecutor and lawyer offices, notary services;
- Child protection services;
- Funeral services;
- Organisations with special functions;
- Hay and fodder production, trade and transportation.
Travel
- Entry of all passengers through all border checkpoints is suspended.
- Charter flights can be organised to repatriate Mongolian citizens and foreigners with valid residency and work permits pending authorisation. EU citizens are advised to contact Mongolian diplomatic missions abroad for further information.
- A negative COVID test is required upon entry.

The restriction on entry entails:
- Suspension of all passenger flights;
- Suspension of international passenger train travel;
- Closure of all land borders of Mongolia with China and Russia.
The restriction on entry does not apply to:
- Accredited staff and their direct family members of diplomatic missions and offices of international organisations in Mongolia (to be quarantined in facilities for 14 days upon arrival and are requested to self-isolate for 7 days at home as per Mongolian citizens);
- Foreign nationals who are direct family members of Mongolian nationals (to be quarantined in facilities for 14 days upon arrival and are requested to self-isolate for 7 days at home as per Mongolian citizens);
- Holders of valid visas, residency and work permits might be allowed to enter Mongolia. Foreign citizens are advised to contact Mongolian Embassies abroad for further information.
Public Places
- Restriction of movement is enforced until 11 January. Police can stop vehicles and pedestrians.
- Everyone is required to wear a facemask in public places. Non-compliance is subjected to a fine up to MNT 50 000 (EUR 15).
Quarantine
- Upon entry, foreign and Mongolian citizens are subject to a 14-day quarantine at a government facility at their own expense and 7 days of home isolation.
- Authorities might issue further travel restrictions, recommendations and updates.
- We advise EU citizens to keep regular contact with their representing Embassy and consult the travel advice issued by EU Member States as well as local resources.
