The European Union Advisory Mission provides strategic advice to the Central African authorities to support the reform of the country's security sector

Like the people in the Central African Republic, the EU wishes to see peace, security and stability in the country. For this to happen, state authority must be extended throughout the country in accordance with rule of law and human rights principles as well as on the basis of a democratically elected government; the EU Advisory Mission supports this objective.

The Peace Agreement, signed on 6 February 2019 in Bangui, gives hope for lasting peace (Accord politique pour la paix et la réconciliation", APPR). Governance reform, human rights and the rule of law are at the core of the Agreement.

At the CAR Government’s request, the EU has established a civilian advisory mission to assist and support the authorities in these areas. On 9 December 2019, the Council adopted Decision (CFSP) 2019/2110 (LINK: https://eur-lex.europa.eu/legal-content/EN/TXT/?qid=1594802754202&uri=CELEX:32019D2110)  establishing and launching the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA), to provide advice and expertise to the Central African authorities at the strategic level, in order to support the country's security sector reform (SSR).

The core of the Mission’s mandate is to provide strategic advice to the CAR Ministry of Interior and Public Security and to the Internal Security Forces. Thus, the Mission supports the establishment of coherent and accountable security providers, under full national ownership.

The Mission has a mandate of two years, its headquarters are in Bangui and it consists of strategic advisors and support staff.

The strategic objectives of EUAM RCA are:

  • to support the build‐up of rule‐based governance and management capacities within the Ministry for Interior and Public Security of the Central African Republic, in the design, implementation, build-up and monitoring of all relevant planning categories;
  • to support the sustainable transformation of the Central African Republic’s Internal Security Forces and their operational effective functioning and deployment;
  • to assist in developing an integrated support to the Internal Security Forces of the Central African Republic through close coordination, ensuring unity of action and complementarity of efforts with the relevant actors.
  • to establish a comprehensive situational picture through a dedicated Analytical Capacity, including in domains such as strategic communications and political‐security developments.
