We are:

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Division BA.SI.3 is responsible for the protection and registration of EUCI within all EEAS entities and during the transfer to Member States, other EU institutions, International Organisations, agencies and missions by the provision of classified communication and information systems (CCIS), along with the infrastructure, organisation, personnel and information resources required to develop, maintain and operate them.

Within the Division, the Operations sector runs the Network Operations Centre and performs the management of cryptography-related issues. Both officials and externals staff in the sector.

We propose:

The position of Communication Security Officer in cryptography management, to ensure the crypto management for the EEAS, including certificates, equipment, software, support and documentation.

Under the direction of the Head of Sector 'Operations', the selected candidate will be called to:

  • act as an alternate crypto custodian;
  • maintain accurate inventory of crypto and CCI assets,
  • manage and account for EU crypto material;
  • ensure the transfer of EU crypto material to and from partners;
  • ensure that appropriate procedures are enforced and channels established for accounting, secure
    handling, storage and distribution of EU Crypto material;
  • ensure the second line helpline and support for cryptography;
  • maintain documentation and perform trainings for cryptography;
  • promote the use of cryptography.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS).1

Eligibility Criteria:

Candidates for this contract agent III post should:

  • (i) have passed a valid EPSO CAST in a valid FG for this post
    (ii) be registered in the EPSO Permanent CAST in a valid FG for this post offers_en?keyword=&contract=37&grade=All&institution=101&location=All
  • have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.
  • be a national of one of the member States of the European Union and enjoy full rights as a citizen.


Candidates should:

  • Have a strong professional experience in the domain of CCIS, including knowledge of and experience with:
    • IT systems and networks,
    • o cryptography;
  • An established track record in cryptography support, distribution and management, OR a strong
    interest and motivation to specialise in this domain within a limited timeframe;
  • Previous experience from managing a crypto account;
  • Completed a Crypto custodian course;
  • Have strong drafting, communication and analytical skills combined with sound judgement;
  • The ability to work autonomously and to deliver results in a timely manner;
  • have professional collaboration skills; a friendly, accommodating and solution-oriented attitude,
    whilst functioning within the limits of strict security policies;
  • The ability to work autonomously and to deliver results in a timely manner;


  • knowledge and on the field experience on PKI,
  • experience of working in a team in multi-disciplinary and multi-cultural environment,
  • experience working with or within other EU institutions,
  • working experience with an existing EU large-scale CCIS,
  • the ability to work in both English and French, and
  • the possession of a valid Personnel Security Clearance (PSC) at the level of SECRET UE;
    would be considered as strong assets.


The signature of the contract will be subject to prior favourable opinion of the Medical Service.
The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.

The Authority may decide to interview the candidates on the final shortlist before taking this decision.
