We are:

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Division "Strategy and instruments of the European Neighbourhood Policy - MENA.5" is responsible for the formulation and implementation of the European Neighbourhood Policy. It works with the two Managing Departments covering the ENP: MD for Middle East and North Africa (MENA) and MD for Europe and Central Asia (EURCA).

In particular, it develops the strategic orientation of the policy, ensures coordination, provides guidance and support on relevant instruments, including financial assistance, and sectoral EU policies, including relevant CFSP/CSDP aspects. It contributes to the monitoring of progress made by the EU and its partners on the agreed reform agenda. It contributes to sector policy dialogue with ENP partners and to the negotiations on ENP Association Agendas, Partnership Priorities and various bilateral agreements with partner countries. It also coordinates the programming of the EU assistance for Neighbourhood countries within the EEAS.

The Division promotes the participation of ENP partners in CFSP/CSDP activities, EU programmes and agencies, and disseminates information about the policy to the wider public. In so doing, it cooperates and liaises with the relevant EEAS and Commission services, EU Delegations, other EU institutions, national, regional and non-governmental organisations, partner country authorities and other stakeholders, financial institutions and with other bodies and stakeholders involved in the implementation of the policy.

We propose:

The position of the Policy Officer in charge of the overall coordination of the European Neighbourhood Policy (ENP). We are seeking a highly motivated official who will work closely with the relevant services within the EEAS, the Commission and the EU Delegations in view of providing advice, policy and political recommendations as well as guidance and support to EEAS geo divisions in MD MENA and MD EURCA on the conceptual and political aspects of the ENP, including the further development of the thematic frameworks involving the "Neighbours of the Neighbours" approach. To this end, s/he will draft analytical and policy papers as well contributions to notes and briefings as requested.

In addition, s/he will ensure coherence with other EU Policy initiatives that could have an impact to the ENP. S/he will be the focal point for contacts with think tanks and academia and will also be in charge of related communication and dissemination aspects of the ENP.

Eligibility criteria:

Candidates for this contract agent IV post should:

  • - (i) have passed a valid EPSO CAST in FG IV ; or
    - (ii) be registered in the EPSO Permanent CAST in FG IV
  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the EU and enjoy full rights as a citizen.


Candidates should:

  • have the ability to maintain diplomatic relations and to ensure representation and communication in a complex, multicultural environment;
  • have capacity to create constructive working relations in the field of external relations with national authorities, international organisations and EU Member States;
  • have strong  drafting, communication and analytical skills combined with sound     judgement;
  • have knowledge of external relations, internal policies and functioning of the Union;
  • have excellent communication skills and the ability to establish and maintain a network of contacts both within and outside the EEAS;
  • have the ability to communicate clearly on complex issues and the capacity to perform with accuracy  and in a flexible manner a diversity of tasks in a complex institutional environment;
  • have strong service attitude;
  • be fluent in English both oral and in writing
  • geographical knowledge and/or experience of the Neighbourhood, either Southern or   Eastern;
  • be a flexible team player;
  • have strong coordination skills;


  •     experience of working in a team in multi-disciplinary and multi-cultural environment;
  •     experience in working with or within other EU institutions;
  •     experience in working with think tanks and academia;
  •     knowledge of EU inter-institutional procedures;
  •     operational knowledge of French

would be considered as strong assets.

The successful candidates will be required to undergo security vetting if they do not already hold security clearance to an appropriate level (EU SECRET), in accordance with the relevant security provisions.


Contract agent position (Function group IV); renewable contract for a maximum duration of 6 years.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post.

The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.

Interviews will be scheduled in end of January/February 2020.
