Are you a young graduate interested in international relations? Are you curious to learn more about work of a diplomatic mission and how the EU Delegation represents EU interests and values in Libya?

What we offer?

A traineeship of up to 6 months within the Cooperation Section of the EU Delegation to Libya (temporarily relocated to Tunis, Tunisia), starting in August 2019.


The EU is one of the biggest donors of development and humanitarian assistance to Libya, and the delegation manages an ongoing portfolio of programmes and projects amounting to around €374 million. Of this amount around €95m are allocated to support for reform projects in the sectors of governance, health, civil society, youth and education, security and mediation, and humanitarian assistance. The amount of €279M covers migration management, especially protection, assistance, support to municipalities and integrated border management. The main funding sources are the European Neighbourhood Instrument (ENI), the Instrument Contributing to Stability and Peace (IcSP) and the EU Emergency Trust Fund for Africa (EUTF).

The EU Delegation's Cooperation Section is responsible for supervising the programming, identification/formulation, implementation, monitoring and evaluation of EU-funded programmes and projects in Libya. The section's staff works closely with colleagues in EC headquarters (DG NEAR), external consultants and implementing partners (UN agencies, EU member state agencies, iNGOs) in carrying out this mission. The section also hosts regular coordination meetings with EU member state embassies on cooperation issues and actively participates in broader donor coordination meetings.

Main tasks:

  • Support the cooperation section in the various phases of the project cycle (programming, identification/formulation, implementation, monitoring and evaluation);
  • Support the section with tendering and contract management, when required;
  • Support the cooperation section in the preparation of meetings, participation and note-taking;
  • Support the section in the area of visibility and communication: website, social media, publications, preparation of events, etc.;

Important information

Before applying you are requested to examine the dedicated website as well as the general eligibility criteria for a paid traineeship (Article 8 of the Decision ADMIN(2017)28 – Paid traineeship)

Each selected trainee will receive a monthly grant to contribute to living expenses. The rate for Tunisia is currently 400 EUR/month. All costs related to travel to/from and inside the country of residence, visa, insurance and accommodation must be borne by the trainee.

Applications from non-eligible candidates will not be considered. After the evaluation of all applications, shortlisted candidates will be contacted and invited for an interview. Unsuccessful candidates will be notified by email. In case the selected candidate is not able to present the required documents, his/her candidacy will be rejected.
