We are:

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports her tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in her capacity as Vice President of the Commission with regard to her responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

Within the Directorate for Human Resources, the Career and Learning Development Division aims to find the best match between the staffing needs of the EEAS and the professional development of its staff. To this purpose, the Division contributes to EEAS HR policies in the area of career and training by:

  • offering  modern and effective learning and development opportunities to staff, including through the management of the training budgets for Delegations and HQ;

  • ensuring the smooth implementation of the statutory career development policies (e.g. appraisal, promotion/ reclassification, certification);

  • developing overall career policies and guidance.

We propose:

The position of Financial Assistant dealing with budget & reporting, financial operations and contractual obligations related to the activities of the Division.

We are seeking a highly motivated colleague to undertake responsibilities in the following areas:

Budget, finance and reporting:

  • Follow-up and reporting of financial transactions (commitments, payment requests and recovery orders), using ABAC as appropriate.

  • Implement and monitor internal control standards with respect to financial procedures within the unit and ensure their coherence with financial regulations.

  • Control and check the legality, regularity, and soundness of financial management in training projects.

  • Verify the financial and budgetary aspects of contracts.

  • Monitoring and reporting of all financial operations, including the drafting of the Sub-delegated Authorizing Officer Report and contribution to the Risk Assessment and Ex-Post control reports.

Internal and external communication:

  • Act as the contact point for all financial-related issues in the coordination meetings organised with DEVCO, including the management of the budget appropriations in delegations and appropriate monitoring and forecasts tools;

  • Act as the contact point for all financial issues related to SLA’s with the relevant actors (e.g. DG HR, the European School of Administration, the Council).

  • Management of calls for tenders and related budget planning, implementation and reporting

  • Draft, launch, manage and monitor the whole process of calls for tenders

Eligibility criteria:

Candidates for this contract agent III post should:

  • (i) have passed a valid EPSO CAST in a valid FG for this post or

  • (ii) be registered in the EPSO Permanent CAST in a valid FG for this post https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=All&institution=101&location=All

     

  • have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year;

  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.

SELECTION CRITERIA:

Candidates should:

  • have knowledge and/or proven experience in the key areas of budgetary management and relevant Financial Regulations & procedures;

  • be familiar with IT technologies, in particular, with ABAC;

  • have good drafting and communication skills;

  • be a team player, and a dynamic and well organised Assistant with an eye for detail;

  • be self-motivated and show a strong sense of initiative and organisation;

Furthermore: 

  • experience of working in a team in multi-disciplinary and multi-cultural environment;

  • experience in working with or within other EU institutions

would be considered as strong assets.

SPECIFIC CONDITIONS OF EMPLOYMENT:

The successful candidate will be required to undergo security vetting if (s)he does not already hold security clearance to an appropriate level (EU SECRET), in accordance with the relevant security provisions.
