The Strategic Communications Division of the EEAS is seeking to recruit an experienced and dynamic communications professional with knowledge in the field of digital communications, with a focus on web management and web writing.

The successful applicant will work on all aspects of the daily management of the website, including the coordination of EU Delegations' (EUDels) websites.

He/she will contribute to the EEAS Website development and will be involved in broader digital communications activities, including the analysis and tracking of media and communication environments, detecting of trends and the evaluation of digital media activities.

He/she will work closely with the Social Media Team, Strategic Communication Officers of the Division, the Spokespersons' Service, the relevant Council and Commission services and EU Delegations. He/she will report to the Head of Division and Deputy Head of Division.

He/She will work in a result oriented flexible environment with occasional extra working hours and a system of permanence/shifts to address the needs of the EEAS diplomatic service with a worldwide presence.

Functions and Duties:

  • Direct Management of the EEAS website including: creation of pages, categories, SEO, web structure, supervision of IT improvements, reviewing of web content;
  • Daily management and curation of content: press material, webpages, alerts for the press, newsletters;
  • Supervision and Coordination of updates and editorial support for the 140 EU Delegations in liaison with external contractor;
  • Guidance and training to EU Delegations Press/Information Officers;
  • Developing and maintenance of the user manual of the website;
  • Working with the external contractor on improvements/new releases of the EEAS/EUDels websites;
  • Writing specifications for new developments;
  • Testing the solutions developments done by external contractors;
  • Analyzing and reporting statistical data based on specific KPIs;
  • Developing, implementing and evaluating digital campaigns in coordination with the Social Media Team and Strategic Communication Officers.

 Knowledge and Experience:          

  • The successful candidate should be able to demonstrate a very good knowledge of online communication and web maintenance (HTML language, SEO, curation of taxonomies).
  • The successful candidate should possess excellent knowledge of CMS Drupal or equivalent.
  • The successful candidate should have a solid experience with graphic web design (image resizing, format adaptation, creation of graphic elements such as banners and icons).
  • Candidates should demonstrate:
    • Solid experience in project coordination and editorial coordination of large scale web projects
    • A clear understanding of integrated digital communication (digital campaigns, web/social media content production, advertising, online marketing, web/social media management and audiovisual content development)
    • Experience with Europa Analytics (Piwik) is an asset; other analytics knowledge is a plus
    • Good understanding of SEO principles and of design/implementation of user journeys is an asset.
  • Knowledge of the EU institutions, EU external action and EU Delegations is an important asset.
  • Minimum professional experience of three years in the relevant field is required.

Skills:

  • Computer skills: CMS management, HTML, Adobe CS, Microsoft Office, understanding of CSS and JS is a key asset
  • Linguistic skills: Excellent knowledge of English and French (written and spoken) is essential.
  • Communication skills: Creativity and capacity to work and communicate under time constraints in a multilingual international diplomatic environment.
  • Interpersonal skills: Teamwork and capacity to coordinate with other teams and multiple stakeholders;
  • Intellectual skills: Solid analytical capability as well as excellent drafting and reporting skills. Rapid grasp of problems and capacity to identify issues and solutions;
  • Social media skills: Knowledge of Twitter, Facebook, Youtube, Instagram is an important asset. Data analysis is a plus

Eligibility criteria:

In order to be eligible to apply for the post of contract agent FG III candidates must:

(i) Completed university studies of at least three years.

(ii) in exceptional circumstances and where justified in the interests of the service, professional training of an equivalent level in the in the relevant field (related to the nature of the tasks and qualifications indicated in the Job Description).

  • Have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties.
  • Be a national of one of the member States of the European Union and enjoy full rights as a citizen.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post.

The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
