EU High Representative Federica Mogherini on 06 July chaired the first ministerial level meeting of the Joint Commission of the Joint Comprehensive Plan of Action (JCPOA), the body overseeing the implementation of the 2015 Iran nuclear deal.

The Foreign Ministers of France, Germany and the United Kingdom, China and Russia – as well as Iran – held a Joint Commission meeting for the first time at their level in Vienna, in a sign of the importance the participants attach to the deal and their full commitment to its continued implementation following the recent withdrawal of the United States.

Noting that Iran is – according to 11 consecutive reports from the International atomic Energy Agency – abiding by its commitments under the JCPOA, the ministers expressed their regret at the US withdrawal from the multilateral deal endorsed by the UN Security Council.

They agreed to continue work on concrete measures to mitigate the impact of the change of course decided by the US administration and ensure the continued full and effective implementation of the agreement.

The United Kingdom will take over from the US as the co-chair of working group overseeing the modernisation of the Iranian nuclear research reactor in Arak, an important part of the agreement which also includes work to support Iran's civilian nuclear development.

They also discussed practical solutions aiming to preserve trade and economic relations with Iran, agreed as part of the deal, could continue despite renewed sanctions from the US as of August. Priorities include the maintenance of banking channels, Iran's continued export of oil and gas and a creating a favourable investment and trade climate.

The ministers agreed to intensify work at all levels to ensure positive results, including by engaging with partners at the national and international levels around the world.
