EU presents final Election Follow Up Mission Report to Uganda authorities

On April 25, 2018, the Head of the Political Press and Information Section at the European Union Delegation to Uganda presented on behalf of the European Union to Ugandan Authorities, the Final Report of the EU Election Follow Up Mission (EFM) to Uganda's 2016 General Election.

Upon the invitation by the authorities of the Republic of Uganda, and in line with European Union’s continued engagement on accompanying elections in Uganda, the EU deployed an Election Follow-up Mission (EFM), from 26 February to 8 March 2018.

The EFM was led by Mr Eduard Kukan, Member of the European Parliament (MEP) from Slovakia and Chief Observer of the EU Election Observation Mission (EOM) to the 2016 general elections in Uganda.  The EFM was tasked to assess the implementation of the 30 recommendations from the 2016 EU Electoral Observation Mission to Uganda's general election, within the context of the current political developments and the next electoral cycle.

This was the first EU Election Follow-Up Mission deployed in Uganda. The EFM met a wide range of Ugandan and international stakeholders, including His Excellency President Museveni, members of the Government of Uganda, political parties and representatives of civil society.

The EFM found that, as of the date of writing, none of the 30 recommendations, including the 11 priority recommendations, has been implemented by the Ugandan authorities.  It concluded that the process has not yet started. The Director of Regional and International Economic Affairs at the Uganda Ministry of Foreign Affairs, received the final EFM report on behalf of the Government of Uganda. The Final Report was also presented in Brussels to Uganda's Ambassador to the European Union by the Chief Observer.

The Director said he was pleased to receive the final report. The Head of Political Section affirmed the EU's commitment and support to Uganda if it would choose to engage on this including as per the recommendations of the report.
