EU will support Uzbekistan in Parliamentary Research

On February 14th, 2018 the Head of the EU Delegation to Uzbekistan Ambassador Eduards Stiprais and the Head of Cooperation Section of the EU Delegation Ovidiu Mic met with Mr Rakhim Khakimov, Director of Legislation and Parliamentary Research Institute under the Oliy Majlis of the Republic of Uzbekistan.

On February 14th, 2018 the Head of the EU Delegation to Uzbekistan Ambassador Eduards Stiprais and the Head of Cooperation Section of the EU Delegation Ovidiu Mic met with Mr Rakhim Khakimov, Director of the Legislation and Parliamentary Research Institute under the Oliy Majlis of the Republic of Uzbekistan.

Mr Rakhimov gave an overview of the mission, activities and the scope of work of the Institute, which was established about a year ago to increase the effectiveness of scientific, informational and analytical support to the Parliament and to substantially improve the quality of the legislative work of both the Legislative Chamber and the Senate.

The Parties then discussed possibilities of practical cooperation and prospects of sharing rich EU member states' and EU Parliament's expertise in developing sound parliamentary democracies. It was noted that the Institute has established cooperation links with a few European reputable legislative research institutions and foundations and it seeks the EU Delegation's support in building relations with other similar distinguished bodies.

As for practical cooperation the Parties discussed a number of project ideas proposed by the Institute.  Future collaboration in reviewing, adopting and monitoring of the implementation of the state budget of Uzbekistan was then specifically pointed out by the EU Delegation as one of the areas of partnership within the scope of the ongoing EU analysis and review that may result in providing a direct Budget Support by the EU to the Uzbekistan national budget possibly starting from 2019-2020. 

Budget support is considered as one of the strongest development instruments made available given proper implementation of agreed sector reforms; proper Public Finance Management (PFM) reforms and its transparency; realistic and verifiable statistics; and macro-economic stability.
