Second round of negotiations on modernising the Association Agreement between Chile and the European Union (Chapter on Political Dialogue and Cooperation)

The chief negotiator for Chile (Edgardo Riveros, Acting Minister for Foreign Relations) and for the European Union (Edita Hrdá, Managing Director for the Americas, European External Action Service) met today for the second round of negotiations on modernising the Association Agreement between Chile and the European Union (Chapter on Political Dialogue and Cooperation). This Agreement has so far been an effective and dynamic tool for enhancing the EU-Chile bilateral relationship. The new Association Agreement will replace the Agreement signed in 2002, bolstering the commitments already undertaken and opening up political dialogue and cooperation to new areas, with a view to taking on the challenges and opportunities of the current international context. The aim is for this new Agreement to be the most advanced that the European Union has ever entered into, covering a wide range of issues, in order to achieve a cutting-edge Agreement containing an important chapter on trade. This second round of negotiations, on political aspects and cooperation, is the continuation of a first round of negotiations which took place in Brussels on 16 November 2017. A comparison of the draft texts by the two parties has revealed many areas of convergence and a good likelihood of achieving a comprehensive agreement in the course of this year. Progress has been made on a number of issues, notably political dialogue and cooperation in matters of human rights and democracy, coordination and cooperation in the area of international peace and conflict prevention, disaster management and international triangular cooperation, and the fight against organised crime and cybercrime. The chapter on sustainable development should be considered in the same terms – from a social, economic, and environmental viewpoint. This will make it easier to coordinate items on the 2030 Agenda for Sustainable Development, the fight against climate change, protection of the environment, ocean governance, and energy matters. Gender issues will also be addressed across all areas of the Agreement. At the end of the meeting, Ms Hrdá and Mr Riveros expressed their satisfaction at the progress made during this round of negotiations and their confidence that talks will continue on good terms with the aim of reaching an Agreement in the near future.
