Speaking at the University of La Havana, the EU High Representative emphasised that the EU would not close its doors to the world or to Cuba. "We are closer to you than ever." While some want to build walls and shut doors, "we want to build bridges and open doors through cooperation and dialogue", said Mogherini.
Signing the first ever political agreement between the EU and Cuba last November has "taken our relations to the next level", Mogherini said in remarks to the press. The agreement will open new opportunities for trade and investment, and allow the EU and Cuba to work together to address global challenges. The EU and Cuba are also looking to formalise the bilateral dialogue on human rights established in 2015, said the High Representative.
During her visit, Mogherini met with government representatives, with a view to an ambitious and swift joint implementation of the Political Dialogue and Cooperation Agreement (PDCA). Together with Cuban Foreign Minister Bruno Rodriguez Parrilla she also prepared for the first EU-Cuba Joint Council meeting at ministerial level within the framework of the PDCA.
The Political Dialogue and Cooperation Agreement entered into provisional application on 1 November 2017. This landmark agreement – the first ever between the EU and Cuba – constitutes the new legal framework for EU-Cuba relations. It foresees an enhanced political dialogue, improved bilateral cooperation and the development of joint action in multilateral fora.
