New SC Chair: Joao Barbedo (EEAS/CMPD)

In September 2017, the European Security and Defence College (ESDC) welcomed a new chair of the Steering Committee, Joao Barbedo. He took over this position from Michael Swann, who was shifted via the mobility exercise of the EEAS to the Americas Directorate.

The Steering Committee is responsible for the overall coordination and direction of the training and education activities of the ESDC. The Steering Committee, comprising one representative appointed by each Member State, is the decision-making body of the ESDC. The Steering Committee is chaired by a representative of High Representative Federica Mogherini who has the applicable experience.

Joao Barbedo joined the European Commission in 1986. In 1998, he became desk officer for Southern Africa. Between 2002 and 2008, he worked on development policy and coordinated with African, Caribbean and Pacific (ACP) countries. From 2008 to 2017, he worked in various roles within the European Commission, and since 2012, he has worked for the European External Action Service, with a focus on Eastern and Southern Africa, and economic diplomacy.

Since September 2017, he has been working in the Crisis Management and Planning Directorate as Deputy Head of the Division for concepts, capabilities, training and exercises. He has also been the chair of the Steering Committee of ESDC.

The new chair of the Steering Committee holds a degree in Economics from the University of Mons-Hainaut, a diploma of specialised higher education (DESS) in Technology Management from the Free University of Brussels and a diploma in Management from the Catholic University of Leuven. Joao Barbedo is Portuguese, he is married and has three children.
