Statement by the Spokesperson on the resignation of the head of the Electoral Commission in the Democratic Republic of Congo

The European Union takes note of the resignation of the head of the Independent National Electoral Commission (CENI) of the Democratic Republic of Congo, Abbot Malu-Malu, which was accepted by the President of the Republic on Saturday, 10 October 2015. 

The work of the chairman of the CENI had helped to boost the credibility and independence of this institution, which is charged with ensuring the neutral and impartial organisation of free, transparent and democratic elections. The European Union awaits the appointment of a new chairman so that the CENI can organise the elections, especially the presidential and parliamentary elections, within the time-limits prescribed by the Constitution.Under these conditions the European Union is ready to support the election process, once the revised electoral timetable and a disbursement plan have been published.The EU is also ready to offer support to enable the government, in the run-up to the elections, to open up the political arena by upholding human rights and fundamental freedoms, in particular the freedom of expression, association and demonstration, and protecting all political actors, civil society actors, journalists and human rights defenders, in accordance with the African Charter on Democracy, Elections and Governance and the commitments made in the framework of the Economic Community of Central African States (ECCAS).
