Each EU mission works in the framework of a comprehensive approach. The mission works in agreement and coordination with the EU Delegations in the same area and in the framework of EU regional policies.
Based on the progress achieved by Ukraine in public administration reform (PAR) in 2017, the EU decided to provide more assistance to Ukraine in this crucial policy area. €15.5 million was authorised for disbursement to Ukraine's 2018 state budget out of a total of EUR 90 million committed by EU to support the reform. This allocation follows the first tranche of EUR 10 million which was made available in May 2017.
Description: Strengthening the capacity of the Ukrainian administration at central and local level in developing and introducing a system of early intervention and rehabilitation for children with disabilities and thus to enhance the new role of public administration in terms of social services provision including quality, accessibility and financial sustainability.

Description: Three areas of support are envisaged:- strengthening capacity to prevent and fight corruption and bring corruption cases to justice.- enhancing parliamentary oversight over reform implementation and parliamentary capacity to scrutinise- strengthening the involvement of civil society and the media in anti-corruption initiatives.

Description: To contribute to the change of the residence registration system in Ukraine through transforming the permissive interaction between the state and the people into a declarative one. More specifically, to minimize the role of the residence registration in providing a number of administrative, medical and other services, and support a network of organizations in order to raise legal awareness of the population and help protect their rights.
Description: The overall objective is to build the capacity and provide litigation support to human rights defenders (HRDs) for protecting the rights of and ensuring access to justice to residents of mainland Ukraine and Crimea.

The fourth year of conflict in eastern Ukraine affects more than 4.4 million people, of which 3.4 million require humanitarian assistance and protection. Hostilities continue with almost daily shelling, with frequent localised clashes affecting hundreds of settlement.
