At the invitation of the Government of the Democratic Republic of Congo, the European Union established a mission to observe the constitutional referendum there on 12 December 2005.

After more than 15 years of different transition periods and civil wars, the referendum on the constitution was the first national democratic vote in the country in more than 40 years. It was a success with more than 80% of voters in favour, thus paving the way for the election in 2006.

The observers were deployed throughout the country. They met government and electoral officials, candidates and political parties, civil society representatives and the media.
