At the invitation of the Government of Uganda, the European Union established a mission to observe the presidential and parliamentary elections there on 23 February 2006.

The EU EOM was led by Max van den Berg, member of the European Parliament and vice-chairman of the Committee on Development. The Ugandan general elections of 2006 were the first multi-party elections in 25 years.

The observers were deployed throughout the country. They met government and electoral officials, candidates and political parties, civil society representatives and the media.
