EU election expert mission to Zambia in 2008

Following a request by the Zambian authorities for an EU election observation mission to observe the Presidential by-election scheduled for 30 October 2008, the European Commission decided to send instead an EU EEM.

This decision was taken on account of the fact that (1) there was not sufficient time to send an EU EOM following established criteria and (2) the EC and Member States wished to support the electoral process.

While EU EEM analyse all frameworks and phases of the electoral cycle, keeping to the relevant recognised international standard, they are of a technical nature. They do not conduct direct observation. They are not headed by political figure and do not deliver public statements or press releases. They provide a technical document that reports on the country specific electoral situation to EU institutions and Member States
