Eastern Partnership: impressive ESDC training record for partners

The European Security and Defence College (ESDC) supports the efforts of the Eastern Partnership (EaP) by providing targeted training and education events for members of national administrations. The very first event in this setting was conducted in 2014. Since then, the ESDC supported by EU Member States has organised 20 training events both in Brussels and in the capitals of the Eastern Partnership countries.

All six Eastern Partnership countries are actively involved in the ESDC events. To date, about 1 900 people from the partner countries have been given training on the Common Security and Defence Policy (CSDP). Austria is the main training provider of the EU Member States; a few of the activities are conducted in co-operation with Lithuania. The strong EU Member State involvement gives an added value to the quality of the training and makes it sustainable. Most of the events are financed via the Eastern Partnership platform/panel on CSDP, which is led by the Crisis Management and Planning Directorate.

The main training activities are orientation courses, reflection seminars and conferences. The flagship course is the 'CSDP Training Programme for EaP countries', which is a three-modular advanced level course. It comprises an extensive e-learning phase, a standard CSDP orientation course and a CSDP reflection seminar. The latter is an interactive training module, which encourages the 'students' to apply the knowledge gained during the first two modules. This year's reflection seminar will be held in Chisinau, Moldova.

When the 'students' have completed one or more courses, they are considered as alumni of the ESDC. High level conferences are organised for this specific target group, in order to keep their CSDP knowledge up-to-date. So far, two such conferences have been held, one in Tbilisi and another in Yerevan (the first ever CSDP event in Armenia) in January this year.

Below, please find a table which shows ESDC training in the framework of the Eastern Partnership. It is worth mentioning that besides these courses, a number of EaP countries have sent their participants on standard ESDC courses, such as the Peacebuilding Course, the Security Sector Reform Course or the Course on Protection of Civilians (all held in the Peace Castle Statdtschlaining, Austria).
