Statement by High Representative/Vice-President Federica Mogherini and Commissioner for International Cooperation and Development Neven Mimica on the conclusion of a political agreement in the DRC

The agreement reached yesterday between the political forces of the Democratic Republic of Congo should pave the way for a peaceful, consensus-based transition. It is the result of the perseverance of the DRC Catholic Bishops' Conference, which we have supported, and the constructive engagement of the country's main political forces.

The true interest of the Congolese nation lies in the peaceful consolidation of democracy. During the period of transition, the country's institutions will draw their legitimacy both from their inclusivity and from their capacity to implement the agreement in its entirety, in good faith and with full respect for the Constitution and for UN Security Council Resolution 2277, with a view to elections being held in 2017.

The agreement must swiftly ensure full respect for human rights and fundamental freedoms; there have been too many casualties and arbitrary arrests in recent weeks.

The EU wants to establish a political dialogue with the transitional executive, in order to define its support for this national process.
